Binomial STV uniquely has orders of count, according to the (non-commutative) binomial theorem. The higher order counts are probably not needed for something so simple as voting representation. So we may call "Binary STV" for first-order (binomial) STV.This combines an election count of transferable votes in surplus of an equal proportion of the vote. And of an exactly similar exclusion (or symmetrical) count (of reversed preferences), which gives the voters powers of exclusion equal to the powers of election. What it amounts to is that candidates must be nice to each other. This binary count abolishes the criticised "Last Past the Post" exclusion count of conventional STV. More is explained.
